That is correct, chat can only be posted after arrival. You may use the reminder emails (sent 24 hours and 2 hours before the call) to post a message before they dial in to the call.
You may either change the Subject of the Reminder Email by going to Reminders on the left side of the Conference View/Edit page and clicking on use Custom Text, you may put the title of the conference or any subject that you want.
You may also add note to the reminder email, this is done by clicking on Main on General Settings of the Conference View/Edit page and adding the information that you want to share with your participants. This will appear in the lower part of the reminder emails.
