In general, only participants with a Doodle account who activated "Inform me about further participants, comments and any other events in this poll." will receive notifications on the poll.
Participants without a Doodle account or who didn't activate to receive notifications, will not receive them.
As you pointed out correctly, the poll admin doesn't have any influence on this. Only the participant decides whether to receive notifications or not.
If someone adds a comment to your poll, Doodle doesn't know the content of the comment. In other words, Doodle doesn't know that the information in the comment is basically "just in words what someone has entered" in the poll table. Therefore, no matter the content of a comment, a notification is sent as soon as someone adds a comment to the poll table.
Unfortunately, it is not possible to turn certain notifications off or to select which kind of notifications you want to receive. Sorry.
Feel free to contact us anytime, should you have further questions.

Dear Friends at Doodle Support,
I have been looking for a way to administer Doodle so participants receive only the relevant notifications… https://doodle.com/iggcws3wdt3uiqw9
It appears that there is nothing I can do about the notifications… it seems that is up to each participant to decide about receiving notifications or not .. perhaps I can do something so others receive only the relevant notifications? Please let me know,

"as an account holder, I receive new doodle notifications, e.g. "Katarina has added a comment". Often, this is just in words what someone has entered, into the schedule. This, I find, is double information."
